The total mail size allowed including attachment 25 MB. The Max. Message Size takes into account the entire message size: HEADERS + BODY + ATTACHMENTS which are then automatically MIME encoded. The common Base64 encoding adds about 37% to the original file size, meaning that an original 20MB file could exceed a 25MB file attachment limit.

On Enterprise Email hourly sending limit is set. If that limit is crossed user will not be able to send any emails until the 1 hour limit is reset.
